High Constable, Mandarellan de Smythe, has absolute control over
the ‘Honest’ Watchers and reports directly to the Minister
for Internal Affairs, a member of the High Council. They are responsible
for the day to day peacekeeping and law enforcement within the city
limits.
Any criminal who is caught is brought before the High
Constable who then brings the case to court, and acts as the Prosecutor
on behalf of the Council. Those found guilty may end up under the
tender care of Igor, in the jail beneath the Barracks.
It is stated that no member of The Watch should accept
bribes or collect loot or ‘treasure’ found on a mission.
All such valuables are to be handed in and an appropriate bounty
is paid by the City as a bonus. This ruling gave them their nickname
of ‘The Honest Watchers’. Severe punishments have been
handed out to Watchmen who have infringed this law.

List of other City Services
The Main Barracks
This building is divided into quarters, surrounding
a parade ground (Drill Quad), and can comfortably bunk 100. There
are also a number of offices and private quarters for non-commissioned
and commissioned officers. There is a large kitchen, and dining
room, weapons vault, and safe vault plus storage rooms, stables,
several latrines which complete the main complex. The jail is situated
underground, beneath the drill parade ground.
Shift Office
At various locations around the city are shift offices.
These are Watcher Stations. A small weapons locker, and kitchen
(small stove for boiling a kettle, and keeping warm in the winter),
and a desk (for completing paper work). A strongbox is available
to secure valuables. A first aid kit is on hand. A bed is located
on the first floor. The station houses a maximum of three people
– one asleep, one inside doing paper work duties and one walking
around the beat.
Drakes Perch Keep
This houses the majority of the First Light. (Members
of the ‘Honest’ Watch will have a small contingent.) It
will be able to comfortably bunk over 350. Drakes Perch Keep will
be used for the training days of the New Sarbreenar Guard.
